CELPIP Writing has two different communication jobs. Writing an Email requires a clear relationship, purpose, factual account, and requested action. Responding to Survey Questions requires a position, comparison criteria, trade-offs, and a defensible recommendation.

Task 1: make the email actionable
Fictional situation: a community-room booking was confirmed, but another group was using the room when you arrived.
I am writing about our confirmed booking for Saturday afternoon. When our group arrived at 2:00, the room was occupied and no alternative space was available. Could you clarify how the duplicate booking occurred and confirm whether our fee will be refunded? I would also appreciate written confirmation before we reserve the room again.
Confirmed establishes status. Occupied reports the problem. Clarify asks for an explanation of ambiguity. Confirm whether asks for a decision or verified fact.
Avoid emotional escalation that the facts do not support. Inconvenient may be accurate; fraudulent would make a serious claim requiring evidence.
Understanding is only the first step.

Survey choice: invest in a neighborhood garden or extend library hours.
I would prioritize extended library hours because the service is usable throughout the year and benefits students, job seekers, and remote workers. A community garden could strengthen local relationships, but its use would be more seasonal and maintenance would require ongoing volunteers. On balance, the library provides broader and more reliable access.
The answer uses access, seasonal, maintenance, and reliable as criteria. On balance signals an overall judgment after considering both options.
Distinguish drawback from obstacle. Seasonal use is a drawback of the garden. A lack of land could be an obstacle that prevents the project.
