Teams use these terms in project work, security, law, and insurance. They are useful, but they are not the only right terms. A framework may use risk treatment, risk response, or action plan instead.

"The security team shipped a mitigation for the vulnerability shortly after disclosure."
Use the term your group defines. This type of plan fits when the goal is to cut the chance or harm. Its name does not prove that the steps are complete, approved, or sound.

"Climate mitigation is a standing agenda item at every board meeting."
It can be countable for one step or fix, most often in security:
